Instalocking in Blind

This is a little thing, and no it's not something I got in trouble for, but I figure I'd bring it up regardless...

I get why Instalocking in blind (locking in regardless of 'claiming' a lane in chat) is considered a low-moral act, but... Have I missed the memo this has become a reportable/banable offense? Why do people like to threaten with this?

Everything is reportable (if that is even a word). If you call mid, get mid, and go mid, and win lane in mid, you're still 'reportable'. The question is, whether something is punishable.

And no, instalocking alone is not punishable. There is no rule that says in blind pick, first call gets the lane. But, if you're toxic throughout the game, factoring in everything you said and did, something like instalocking, and going a lane someone else called, might add to your pile of offenses, e.g. as not communicating with your team.
