had him on my team twice in a row right after i passed my promotion and i was demoted.... there's just no justice. Even if this guy gets banned, he'll just make another account and ruin other peoples games.

Agreed, yet riot perma bans me when enemy team asks what is going on and i answer them that a player is trolling. Riot needs to get their priorities in order.
Yeah I just got Promoted an hour ago, then got promptly demoted by a greedy team in 1 game (chase kills, ignored towers), and then in game 2 (that got me demoted) I had an adc who would dive 2v1, then say its MY FAULT she died when she dove in before I was even near outer bot-lane towers. (so she leaves me behind, doesnt wait for me reach lane. She dives in 2v1, then tells me its MY FAULT SHE DIED because I didnt use any abilities to stop a lucian ulting her (when I wasnt even in range).
I am getting sick of getting promoted, just to get demoted by greedy toddlers and people who think this is a Call of Duty: Free for all match.
The larger issue isn't that people troll/feed/AFK leading to losses, but the fact that you are still punished despite that. As you said yourself, if that guy was punished, which isn't likely, he could just make another account and do it again. It isn't something that can be stopped. But the fact that you are punished for having people like that on your team is a huge issue that should be addressed.
