Is the post-chat screen checked for punishments?
Lot of people seems calm during the game but they heavy insult in post chat screen.
Just want to know if they keep logs for post chat screen

That's why people can be as toxic as they want in end game chat.

Despite what a LOT of people said in the other comments, yes, Champion Select chat, in-game chat, and post-game chat are checked for negative/toxic messages and are used in identifying whether a player is negative and should be punished.
When a player is reported, the full report is recorded and stored for analysis by the behavior systems, including information about the reporter and the game.
Riot does have access to the Pre and Post game chat, and they do check it.
