[GAMEPLAY] Garen Judgment cd refund when interrupted doesn't work.

I tried many times interrupting it mid spin or even double tapping it (like 2 spin max), and it goes ALWAYS on 9 SEC cd.

Considering you're already working on judgement for next patches, i hope you will include this fix.
