Reports for dodged games due to trolling?

I've found another loophole in the reporting system. Currently if a troll wishes to dodge (or if they wish to troll), they will begin being toxic in champ select (ie. "Mid or feed!", intentionally banning teammate champions, etc). Right now the system encourages this kind of behavior because either the rest of the team has very few options. They can either dodge to avoid playing with the trolls, in which case they lose lp, as well as the delay before starting a game. This has the added benefit for the troll in that it is currently impossible to report them in this situation, so they just continue doing the same thing immediately in their next lobby until they actually get into a game. The alternative is to enter the game, sit through the entire 20+ minutes of trolling/toxicity, lose time and even more lp, and then report at the end of the game, which as we all know usually gets ignored anyway.

It seems there should be an option to report someone that's already stating their intention to grief the rest of the team from champ select, and possibly a vote to kick that player/player(s) before the game starts.
