Doing it by the book. Its not against the rules... Its no flame. its no threat. its just being mean.
so is being mean against the rules?

Um.. not sure where you're from, but in the US, encouraging suicide is actually a felony and punishable by law.
Encouraging, even "jokingly", someone to commit suicide is not just something you throw out lightly. In the worst case scenario, someone who has been having a rough time actually does do it.

You are telling someone to kill themselves. Yes. That is against the rules. That is against the rules of just about every community except for the most base and awful ones.
If this is NOT a troll thread, then you really need to do some soul searching, my friend. I admit, I didn't get this sort of thing until I was 20.
