Demoted to Honor 1.

In game it says "Because of recent penalties you lost access to rewards. Stay focused on keeping cool and you'll get your rewards back."

I earned this after a recent chat suspension thing and it demoted me back to honor 1. I grinded through my 10 game restriction, and my chat is back to normal now.

So does this mean Riot will reinstate my previous honor as soon as I prove myself or do I literally have to earn my honor back by grinding it out again?

When you are demoted in honor level, it's the same as when honor came out - you start at that level and will progress honor over time. If that's a "grind", then yes, it's how you describe it. Honor isn't supposed to be a grind, though, but a natural progression if you behave properly over weeks/months.

It feels more like a grind honestly. I don't like the new honor system at all. Someone who hasn't necessarily made an impact over the entire game can make a last minute clutch play and become the most honored person in the team, even becoming more honored than lets say an obnoxious jungle who lands several successful gank's early and gets you ahead. Or when mid Katarina roams and has like 12 kills in 10 minutes.

I play top -- usually I lead the game in tower and inhib destroyed but I'm rarely the most honored person. Most games I'm lucky to get 1 honor.

I don't really talk in chat anymore, just pings.....

I honestly got restricted because of my "toxic" comments, but they were all at toxic players. People that were intentionally throwing games, going afk, and spamming stupid tilting remarks in all chat.

I really hate how I get restricted for calling out assholes who ruin our game, yet the real toxic people don't need to say anything at all. Just deliberately throw the game, and they are everywhere.

Don't worry, 25 days is more than enough time to grind back up to honor level 5. Just remember to use your honors on randoms over your premade friends to earn the full amount of points!

Also, it's pretty obvious, but try to avoid getting another punishment!

Oh I was playing more games than 10-15 a week. My new schedule I work 12hr shifts and I have 4 days off each week so I can probably get 20+ easily.

Can you get reported and no action taken against you? And do reports negate honor progression even when no action is taken against you?
