I recently reported someone and in the description box, I typed what time he said something toxic and EXACTLY what he said word for word in quotations so I made their job easier for them. Do they read the description box?
Its an automated system that will flag those phrases already. Riot will use those descriptions in the case that there is an issue or they need a reference, otherwise the algorythim will already do it.
I suggest you focus more on the context and background related things as they will have the access to the person's chat logs anyway. They do use descriptions in tricky cases.

They do check it, but it's a bit redundant to tell them what was said in the chat box when that's already checked. It's not really needed for chat related stuff unless you want Riot to check pre/post game chat. That stuff can be looked at but only when they get a notice to do so.
