HOW IS THIS NOT CONSIDERED ELO BOOSTING???

Okay so I recently read Terms of Use for Riot games(probably should of awhile back), but according to what I understood from it. RIOT doesn't care if your using an account you made to duo with some... say bronze player and get that player to gold through duoing.

Like say your main is challenger, and you have a bronze friend. You go and make a new account and level it up to 30, then get your friend to gold 5 or something and riot's system won't CONSIDER this for elo boosting? I'm sorry but I'm so confused. How is this not like damaging the system? and why is this allowed?

You don't consider it elo boosting unless their account sharing riot? btw I got this from an ticket I submitted to riot awhile back and after reading the terms, I realize this bs was in it.

how could u police that? the only way for riot to stop people playing duo with smurf friends is to make it strictly a solo q.

cuz chances are the duo isnt good enough to actually carry the player really high up the ladder just a couple of lower elos prob but he'll drop anyways if hes that bad (if they are really that bad)
