Level 20 Challenge gets you unbanned?

So as I'm going through some posts in Player Behavior & Moderation, I come across a comment saying that Riot use to have a challenge that they would select people that they thought have improved/changed and would give them a challenge. The challenge was for the person to make another account and level it up to 20 and if they got there without getting any bans/suspensions/warnings then their account would be unbanned.

I am not sure if this is true or not, but I did send in a ticket and asked.

They stopped doing it because it had a 95% failure rate. According to Lyte they stopped doing the level 20 challenge and other "last chance" programs.
