They'll likely be referred to mental health and receive the treatment they need. Threatening to take someone's life is a serious offense that carries serious consequences, and typically the people who throw threats around aren't doing very well. The state will be happy to rehabilitate someone to make them a working taxpayer, as sitting behind a computer threatening to kill someone doesn't make them any money nor a productive member of society.

That being said, screenshot it and report it to Riot Support - if they continue to harass you and attempt to gain personal information, report it to your local authorities.

EDIT: On-topic, yes it should definitely skip tiers of punishment as it is a threat to your life, far greater than harassment.

Not exactly sure where you live, but in the US this is unlikely on so many levels.

Threatening to take someone's life is a serious offense, yes. It also carries some pretty serious consequences, especially if there is a step taken in forth of the action. But "arent doing very well?" Not only is the metal incapacity argument pretty terrible in court and is a very hard standard to meet for anyone who is even moderately aware of whats going on, current mental health programs run by the government are extremely lacking. Even if the guy can use it, most likely nobody (the prosecutor, defense attorney, the judge, or the guy himself) would really want him to go into a psych ward unless he has a severe mental illness that makes him a genuine threat to himself or others.

Unless youre in a select few cities with enough funds, most likely there isnt enough money to get people into rehab. The state would love to rehab someone into a working taxpayer, but with how crowded the court system is (it'll probably take more than a year to even get this guy through the system once he is charged), rehab generally isnt a very viable option from public funds. Most likely its going to just be regular jailtime or probation, and maybe some medication as long as the guy is semi-functional.

Ive known people with some extreme substance abuse linked with mild-to-moderate mental illness, and even they prefer jailtime over a psych ward. Jail is a sentence, and you know going in the longest youll serve - a psych ward will keep you until youre fit to leave which could end up being the rest of your life. Plus, as they put it, "In jail people arent painting the walls with their own shit."

I live in the US, for what it's worth. And nowhere did I state they would end up in a "psych ward." That's a complete other story, and requires you to be a warden of the state at that point to maintain care. Mental Health is far different than being admitted to a mental health institution. Between tele-health (i.e. seeing a psychiatrist/psychologist over Skype), going into a counseling center, or simply talking to someone through the Big Brothers Big Sisters of America Foundation there are a multitude of ways to treat someone. If they are underage, they will likely use their parent/guardian's insurance or (in the case of poverty) Medicaid.

And yes, extreme substance abuse and mild-to-moderate mental illness isn't fit for a "psych ward." Typically you'll end up seeing a Psychologist who will assess how you are doing as a whole, and attempt to go through CBT/DBT to change your perspective on thinking. Usually they work in tandem with a Psychiatrist whose job is chemical imbalances, and will prescribe you medication as needed.

Many people assume that mental health is only for "crazies" and "whack-jobs" and always ends up in Insane Asylums; however with some research you'll find out that most of America's most prominent individuals have visited mental health departments for therapy, medication, and changing their ways of thinking at some points in their lives.

First off, it would take several agencies to do so, secondly, unless there is ACTUAL evidence of them planning, not just saying they will the authorities wont do anything. I've been in this situation twice, both times they did nothing until the second time the person actually started stalking my work and house, THEN and only THEN had they been punished. Also, different states have different laws that can conflict with saying and actually doing or planning. the federal court RCW 1a.61.9b states that a death threat is not a threat until proven to be a plan or a plot, in such saying you are going to do it doesn't mean they will and cannot be punished by law.

Bit of a fun fact about those cases: one of my friends who works as a public defender suggested that things like these have a low "success rate" when it comes to defending them, as not only is there usually a ton of evidence (chat logs, hard drive data) but the culprits usually target a bunch of people at once. While the amount of high-profile cases revolving around cyber bullying/harassment is low, we're both under the impression that with the amount of people with law degrees nowadays and the lowering of the global crime rate (drugs/alcohol being more acceptable thus reducing it a bit) we could see more stuff like this be taken to court.

I would advise blocking them using the Block Panel and ignoring them if you haven't yet. These players seem to just want to get a rise out of those they harass, so it's usually pointless talking to them if they're just going to keep harassing you. Do not add negative players who harass you after games.
