Does riot read the after game chat logs?

Mostly just want to know the above-mentioned question. Because some guy is boosting peoples accounts and after the game he posts his website and instructs people to go there if they want to be boosted as well. I reported him, but I mean, he didnt say anything in game so riot will probably just look the other way. Also, most people these days think if they just hold all the vitriolic spittle they have to spew till after the game, they cant be punished. So it would behoove riot to include after game chat in the report.
