Playing duos with someone higher than you and getting carried is not illegal.

sharing your account information isnt directly a violation, but it's looked down upon. paying someone to do anything regarding the services of the game that doesnt directly grant royalties to riot and the owners of league is against the tos. so the person offering the leveling is breaking the tos as well as a law and can be fined and receive jail time. the person receiving the service is responsible for their account if their account is stolen or used to do malicious activities and is libel for fines and other repercussions. if it's your friend they wouldnt be asking you to pay them to level your account. if it's someone you dont know then you're likely just going to get your credit card information and account stolen.

it's against the tos to put false information on your account ^_^.

You don't need a poll for facts...

It is against the rules to boost in any form. Whether they're in your game boosting you, and you're paying them or not, it is illegal and can get you banned.

Morally and ethically it is wrong

But there are no rules against it, as long as you are both playing on your own accounts.

The ToU mentions nothing about boosting the way OP does. So no, it's not against the rules.

No. Only boosting by account sharing is against rules. Smurfing with low elo friend to boost him is completely allowed.

However paying real money for it isnt.

MMR Boosting (Match Making Rating, also known as Elo Boosting) is an act where a player (The Booster) logs into another player's account (The Boostee) to play a ranked game. While it is generally accepted that the intent of this is to improve the Boostee's MMR, any ranked game played by someone that is not the original creator of the account may be considered Boosting and as a result may be eligible for punishment.

Says nothing about Duo Queue boosting. Nor anything about money having to be involved...

I guess it would be illegal for the booster OP is duoing with, but OP would be in the clear.

I still think boosting is a bad thing to do, but he is not breaking any rules himself.

Nope even if he has a friend do it for free, he would still get banned. It's still boosting and regardless of that little loophole riot will still ban him.
