Actually the community largely polices itself with their reports being fed through the Instant Feedback System. Our reports help shape the system so that behavior we find offensive, negative, or otherwise problematic can be mitigated. Those that in Player Behavior help improve and augment this system, but they aren't sitting there making the calls based on their personal opinions.
