Does riot take into account the champs people play when in game?

I understand the riot wants people to explore the bounds of the game but like in the example above what happens if the feeds early and says nothing in game chat.
Being bad isn't a reportable offense. And even when it was, it didn't do anything.
Sometimes you'll find bad players. Sometimes you'll get to play against them.
No one should ever be reported for being bad at the game.
You lose the game, it is what it is. However, i think you should have the right to flame/insult Leona.
In you example, nothing happens.
Thou as a support main, I can't see myself loosing to a riven top.
