Will i ever see the message that someone got banned?

yesterday i played my last dominion games... or should i say today, 4 hours ago. in my first game we had a player who was kinda mad and didnt really understand that you dont win by chasing enemys across the whole map. anyways in the last 5 min he startet to spam stuff like "my team so cancer, how can you even survive and look in the mirror? you are so cancer i hope your cancer gets even stronger and kills you!"

in the next game we had the same player again. he remembered me and my friend ofc, so all he did was stay on the fountain and spam in all chat "WATCH OUT CANCER KIDS RUN AWAY THEY MIGHT KILL YOU WITH THEIR CANCER PLAYS!!!"

THE NEXT GAME he was on the enemy team (guess at 4am not a lot play dominion) and again all he did was standing in base and spam in all chat about how cancer we are and how cancer should kills us etc. and not enough, he startet to say that he bets we are french and he started to insult french etc (im from austria so not that i really care much anyways)

i know its not about the amount of reports but im pretty sure he got at least 5 reports for each game. that makes 15 reports in under 1 hour, all 15 have a major reason! deathwishes and in the last game racism.

after that i took a break, i left my client open and was watching vids for almost 2h. so i thought "damn why didnt i check i bet i finally got the message that said someone got banned!" i tab into my client and nothing... i ask my premade, nothing.

"the instant feedback system will strike in under 5min and give you your chatlogs" the words from riot. if 3 games in a row deathwishes and 1 game racism is not enough for a 14 day/permabann right away, what is it?

serious question: why even report? i see threads about ppl here and on na, daily where they get permabanned for "just" saying fuck you guys you suck etc. why did this player not get banned? why is he allowed to continue playing? i feel so damn powerless! it feels like the trolls controll this game which is sad. and i dont understand the system anymore. i had faith in it, because i saw those 100's of threads every day. but now? crushed. all my faith is destroyed. why is he not banned? i dont understand it!
