And my friend was perma banned. Now he just likes finding ways to get around his punishments. Even worse when he gets punished he likes to troll games to punish riot. I feel stuck between league and my friend.

Just stop playing with him. I stopped playing ranked games with my brother because he was so toxic and held me back. Simple.
