Why am I queued with people I just ignored?
Is there a good reason riot has us play with people we don't want to?

That's how Riot keeps you where you are in terms of ranked tier. When you ignore or block someone, Riot servers place that name into a special troll queue. When you reach promos chances of getting a previously blocked troll increase to 100%.
Try blocking them instead.
