People who instalock in blind pick should get a 5 min penalty after the match is over or if that game is dodged.

Great idea, but how would you enforce it? I don't see any way to reliably determine whether this happened or not.
I recommend lobbying to reinstate Draft Pick for the regions it was removed from instead.
The ability to report players from your lobby even if it's dodged has its merit though.
