People who instalock in blind pick should get a 5 min penalty after the match is over or if that game is dodged.

Great idea, but how would you enforce it? I don't see any way to reliably determine whether this happened or not.

I recommend lobbying to reinstate Draft Pick for the regions it was removed from instead.

The ability to report players from your lobby even if it's dodged has its merit though.

Picking quickly isn't something to punish a player for; it's the malicious intent and disregard of the other players that's a problem and that is what must be determined, but cannot be determined by that alone.
