To give you an analogy, what you are saying is "I'll show you not to piss in the corner of the house by pissing in the corner of the house". Nobody likes that the other guy is pissing in the corner, but the solution is not to go piss there yourself. Stop pissing in the house.

Zombiemaster4 votesI know it may feel like the punishment system doesn't work, but it does. There are many posts here on the PB&M boards to show that it does.
Just because someone doesn't get punished the immediately after the game you report them in doesn't mean that they won't get punished sometime in the future. The system is designed to punish consistent negative behavior, so if the player you reported doesn't get punished immediately, then it's likely because they don't act like that very frequently. If they they do continue that behavior, though, then they will be punished, and your report against them will definitely help with that.
Also, if someone doesn't get punished right after your report but they get punished a few games down the road, then you will not get any sort of notification for that, and because chat restrictions are impossible to track, there's no way for you to know if they got chat restricted in this case.
