depends on the champ and what they were trying to do. if they are full tank and they run in thinking they are doing a good job at distracting, that's one thing. if they just keep dying over and over again from playing something new or just having a hard time vs the other team, that's still fine.
if they were afk or just standing there and choosing not to take part in the game, you can report them for that if you want.
I mean... looking at that game, I would have reported that player.
0/12/2 as Rek'Sai with 790 damage. That's pretty hard to do even if Rek was only spamming her Q the whole time.
He's level **23 and seems to be a genuinely new player. He still plays some bot games and does pretty badly. Don't hold it against him.
You're complaining about a new player playing poorly... He's probably playing poorly because he's new. Newer players tend to not play like veteran players unless they come from Dota.
