Yes.

Technically, it depends the kind of boosting.

If you're boosting via having a high elo player using their lower elo smurf to duo with you to carry you into high elos, it's not technically illegal (outside of the regions, like KR for an example, in which smurfs aren't allowed that is), despite the overwhelming disdain felt by the general players and Riot alike.

But it would be flat out illegal if the said 'boosting' is you having a high elo player playing directly on your account.

depends what kind of boost

account sharing boosting is banable (the loop hole would be if said player had the same IP address or played on your computer)

high skill player playing on your team is not

I suspect metrics such as prefered role/champions/keybinds, etc hold greater weight than an IP location.

It might be useful to flag an account as suspicious, but between dynamic IP's, shared routers, and proxy servers, they need much more than an IP address for Riot to be confident they aren't banning an innocent player.
