Technically it would be since it falls under negative attitude and giving up, but if you only said that then I doubt anyone would care enough to actually report you unless you flamed them

probably not but it's best not to get the enemy team involved. ever. It just creates more tension, gets people annoyed and gives them a reason to carry on with some stupid argument as now they will be replying to even more people. Context is important, what is the situation of the game. "please end" when you died in lane and got mad is different than when you say it when your entire team is super behind, not even trying anymore and enemy has every advantage with objectives.
