Just tell the player the acount is temporarily locked and a email is coming.
Just feel the temporarily rather then permanent would resolve alot of issues with the confusion around suspended accounts.
I fully support this - the message "permanently suspended" doesn't help anyone, plus from what I see many people (even with verified emails) don't get the email about their account. Saying something like "This account has been indefinitely suspended until the owner contacts player support to discuss actions conducted on the account that appear to violate the Terms of Use" is much better than the current, but still has the same message.
"Locked" doesn't have the connotation of "not available because of something you did".
You don't get "locked out" of school, you get "suspended" from school.
There is a big difference there.
