Chat/Perma Ban

This isn't like most of the posts in this board complaining about being permabanned and saying the system sucks. I was just curious if other people think this would make more sense as well.

First off, assuming an account is perma banned because of being toxic, I personally believe that isn't all that efficient of a punishment. What I see most of the time is that when players are perma banned, they create another account and are just as toxic as ever. The ban doesn't change anything, just makes them restart. Wouldn't it be much more efficient to perma chat ban them? since they won't want to make a new account due to the money they spent on the account, thus actually taking him out of the playerbase instead of just basically transferring him to another account.

What you're proposing has actually already been tried (to some degree).

For a period of time, Riot instead just increased the number of games a player was on chat restriction when they continued to misbehave in chat. This sometimes continued to stack indefinitely to games over 1k.

Riot found that these types of players didn't stop misbehaving just because they couldn't chat, they just misbehaved in other ways (aka Trolling). Chat was just one possible outlet for their frustration and hate. Blocking chat doesn't stop the problem that the player didn't have the self control to behave. Many types of trolling is incredibly hard to detect and catch.
