Toxic PBE Community, open to suggestions

Whenever anything new comes out it's impossible to get into a PBE match. If everyone wants one character they will repeat dodge until they get what they want. I just left several games where that occurred. A specific event would be: I got the character in first pick, I expected another dodge.. nothing... excited I waited. Then my teammate told me swap or they would dodge. Then 2 seconds later "Enjoy your dodge Boi". There should be larger penalty wait times if you dodge when something major comes out to prevent them from rinse repeating, or just to discourage it. Or some other way to prevent the extreme toxicity that is currently the staple of PBE. I love the idea of PBE I love testing things and trying them out. But It seriously kills me inside to go through that.
