Will the Tribunal return?

When will we find out more information as to the rationale behind the tribunal's (hopefully temporary) removal?
While I don't work for Riot, the old Tribunal was severely underwhelming and had a lot of major issues. Months of back log and lack of participation made the tirbunal ineffective. Thus they concentrated on the new automated system. At least that's my take on it.
Is there a timeline in place that either we
a. don't know about or
b. can find, and if so could you point me in that direction?
If you check the source in the first point, it said after the new champ select goes up.
How do the punishment statistics from the tribunal match up to the current automatic punishments?
The statstics we currently see are probably not accurate. A lot of the "tips" that you see in the loading screen are severely outdated and haven't been changed. So I wouldn't put too much stock in the current numbers. It also seems that Riot isn't big on sharing numbers, recently there was a post about how there hasn't been an update on how many players play LOL and Riot said they didn't want to release that info (it was on reddit, I can try and find it if you really want).
Is the tribunal currently being discussed or is it backburner right now and if the latter, when do you all think it'll be moved up in priority?
