Help! I can't connect to chat!
When I logged in on the new patch, the chat bar on the bottom just says "Logging onto chat service..." and there's no reset button or reconnect or anything. Anyone else having that problem/know what to do?

I was able to resolve the issue for myself ( cause i had it too) by opening a comman prompt and running ipconfig /release then ipconfig /flushdns then ipconfig /renew.

First time I logged on after the new patch, I logged into chat as normal. I closed my client and restarted it, and now I am Logging into Chat forever. I cannot see my friends online, and cannot chat in game lobby. So annoying.

Yes - I am having the same issue. With this issue, I cannot chat in game lobby, and am thinking that I will not be able to chat in game, either (though I will find out in a few moments). I, too, would like to know what to do about this. I have already restarted the client twice. :/

Having the exact same problem as original poster, chat worked fine at first, now I'm eternally "logging onto chat service".
I've been having this issue for about a month, as well.
Lol, I have this issue. Sad to see that it has been around for a month and Riot hasn't attempted to fix it. Takes me about 3 tries to get onto the client, and then another 3 to log onto chat. Then I have been getting increasing ping since I started this game about 2 years ago (90 to about 105 now), increased bug splats, and increased d/c during game. Oh, but they just released an updated map when there was nothing wrong with the last one. Glad to know Riot knows how to allocate their resources.
Don't normally post here, but I'm annoyed enough with this bug to come and post. Chat doesn't function unless I'm in a game, then it works fine.

same, it makes it very tough to decide bans, and coordinate with my team, I can't chat or even see what my team is saying.

Having the same problem, not only does it take 15 times to actually get logged into the game, when you do, you cant chat, so you disconnect and attempt to reconnect another 10 times until you cant chat again. Good thing is, You just give up after a while.

So I had the same chat problem, but I fixed it by playing with my IPv6 settings as recommended in this thread.
Ironically, in my case it actually involved RE-enabling IPv6 rather than disabling it like when the problem had previously appeared.
If you don't wanna click the link, here's the solution that worked for me, though again, it was re-enabling IPv6 rather than disabling it. Try both ways and see what works for you:
Start --> Control Panel --> Network and Sharing Center Under view your active connections, you'll see Access type, Homegroup and Connections. Click on your active connection (most likely labelled Local Area Connection) Click properties. You may need to provide an administrator password at this point. Under "This connection uses the following items:" tick/untick IPv6.

I have relogged about 25 times and my chat will not go back to normal. I have tried repairing, and unistalling it still doesnt work.
I have logged on a few times and have yet to be able to connect to chat. I hopped online after they ended the patch and I figured overnight it'd be fixed, but it still hasn't yet. D:

....They're in the process of fixing the store. The store and chat are both PVP.net...obviously, chat and friends will be affected if the store is having massive issues....and, it is. I cannot even navigate the freaking store to buy Kalista...and, I've been trying since last night.

I keep having this problem as well.
I restarted computer and relogged the game a few times, the problem still persists.
However, I then decided to actually watch/spectate a ranked game. As soon as I was spectating , I stopped spectating and returned to my main screen and chat was working.
Really odd. Maybe coincidence, but worth a try?
