Who decides is something for punishment or not?And what can wee do if someone intentionally feed and does not get punishment ? Is it algorithm behind punish or human with brain and eyes???

Kind of a useless poll, though. People will always want to know by whom they've been accused and by whom they've been judged. (Technically, that's just my opinion--but just barely, since there's plenty of historical data from which this conclusion could [maybe probably] be drawn).
That's why I voted "yes".

Riot gets to decide who gets punished.
Int feeders get punished, however the problem is that they don't get punished after one game.
Human eyes only notice when the player gets on the stricter punishment tiers.
