NA Is Full of Toxic People And how is the report system?

I just met probably the most toxic and tilting yasuo ever, so this is a quick summary of the story of me and then the game, I am originally from Taiwan, I was a gold 3 Top and Adc main from there and had fun there, well I just recently moved into the u.s around a month ago and got situated finally and got back into league again, one of my friends who had a bronze 5 smurf account gave me his account, and well just been making the climb ever since. Anyway so not going to lie NA's community is ridiculously toxic, it's so ridiculous on how many people I mute a game because immediately they say something toxic or say something bm. Anyway so this is my last game of the night and the summoner who was assigned bot lane insta locked Yasuo bot/adc because we did not ban yasuo, and then continued to call us retards and then flamed the team for not banning yasuo, me being the lucky guy I got autofilled support which wasn't an issue, anyway so I played Taric and this yas was 0-1 in lane okay not a big issue, all other lanes are doing fine. Then out of nowhere I accidently miss two of my relic's and he said "gg" and then flashed under the enemys turret and gave the enemy turret a kill, so immediately i just sighed and muted him. Then the rest of my team said he was going to int because i was taking his farm, and i know if you muted someone you can't see their chat but they can see yours, so all i said was "I missed relics my bad, just keep playing forreal please" and then well after that he straight up ran it down bot and then ran it down mid, not even joking. The team was saying he was flaming him and then told me he said it was my fault he was int. SO really what im trying to say is, at the end of the game he went 1-15 and 0 items except GA and he said everyone was a joke and a dumbass and riot wont do shit to him, and I'm just wondering is this true? Cause i swear to god my whole team and the enemy team except two, reported him for Intentionally feeding,Flaming/Verbal and Negative. So is there a way to ban this guy, you can check my match history and see im not even kidding. So what he's not going to get banned because this is the only game he trolled and int fed? So my team gets the punishment of the troll but then other people wont, once he does it again? It's just stupid like I honestly want players like him banned on the spot, he ruins the game for people especially the ones on their promos and it's just not fair. Like how does this system work in NA cause in Taiwan I had 0 Issues.
