i join a game during champ select 20 sec before lock computer takes a dump aka crashes i reboot comp and when i log in i got this leave buster warning so you can get punished for having your computer crash?

it doesn't matter why, when you can't join in the game, it's your fault.
Yes, you will be punished if you have internet issues, server issues, computer issues. Even if it is on Riots end you will still be penalized for it.
If it was during champ select and before you locked in then it wouldn't be a Leaverbuster penalty anyway, just the standard dodging penalty.
