The first scenario is using a fact to complement someone. The second is using a fact to harass someone.
Both your statements are actually your own opinion, not facts.

"Harassment" is too strong a word to use in situations like this. But being the guy who always says "I told you so" doesn't serve much other than to frustrate their teammates. Don't be that guy. Keep it up and eventually, no one will want to play with you.
Opinions are not facts. You may see a gold player feeding and say that guy is a "moron and awful". That is opinion.
Listen. That's not how it works If someone's having a bad game, it's really not mandatory to go out of your way to make their game worse than it already is, and disrespecting people in that way reflects very poorly on your character, as well as being unsportsmanlike and a violation of the summoner's code.
At the same time, it's perfectly fine to be frustrated by your teammates!! But when you start typing to tell them how horrible they are at everything, do you think that's going to help anyone?? all it does is add more negative energy to the atmosphere

Why do you even have to say that when they feed mindlessly? It doesn't help your team in the long run. Makes things worse. And might get you ban in the future. Have you ever thought about this?
