This account got banned a year ago from a game that hapenned PRIOR to the 2-week ban. Still Riot REFUSES that it was a BUG.

maybe not do shit that could get you banned? I love a good trash talking but there is a line. It seems you crossed it. You also have to consider that when the reviewed your case again they discovered another problem that deemed your account ban worthy.
You'll want to send a support ticket to support and argue your case.
But if the current ban was for different reasons than the previous one, I think you're out of luck.
For example.
If you were banned for boosting, it's likely the games prior to that ban are still eligible to be under review for behavioral reasons.
