A question about a troll

Can a person avoid a ban if they change their name? So recently I queued up for ranked to try and climb. A player on our team apparently didn't like the role he got so he decided he'd troll. He took xerath support(with me bot) and started stealing cs. I didn't mind and tried not to say anything besides pinging him away or taking the minion's he's trying to cs. Our top laner dies to a gank and it suddenly seemed to trigger his inner tard. He began charging into the enemy and giving them kills, running into the enemy jungle and letting them kill him, and so on. I didn't flame him, didn't rage, all i asked was why he was doing what he was doing. No response, just kept feeding my lane and other lanes. Post game chat we asked the enemy team to report him (despite them BM'ing us the whole game about their free win), however when I checked his profile after the game he seemed to have changed his name.

My question is if he changes his name does he avoid the reports made against him?

Not trying to start a witch hunt or anything but I just feel that this sort of thing doesn't seem fair.
