Then wouldn't it be better to make a poll instead of trying to hijack the voting system?

If you truly want this kind of feedback then a poll would be better than the upvote/downvote system.
You're never going to reach an accurate statistic. Most people don't come to the boards. And some people have alternate accounts.
There's just too much leeway both for and against the count.

You do realize your sample size will be bias as fuck right. That would be like going to a prison and asking only inmates if you have been punished or if you think the system is corrupt, of course a large amount of them are going to say you, you lack a control group.
Before u click on thread you can mouse over on vote number and it will show you how many votes and how many downvotes it have.
Also your sample is going to be biased. This game has millions of players, and a popular forum thread gets thousands of views. Most players don't come here. And I'm going to guess that people who have had restrictions are much more likely to come to this particular part of the forum and find your poll.
