Is it me or ...
If you get punished once on an account, you get more punishement quickly? If yes, Riot need to stop making pressure on player that got banned once and decided to start over and actually reform.

Each level of punishment has less bad behavior required to get to the next level, yes. This is because you've been warned, and should be trying to behave.
If you behave well enough to deescalate your account back down, then your account has an identical standing to an unpunished account at the same level.
The system only bans those who spent a lot on their account. They are priority. Next are players that go way out of their way to get noticed by system. Last are those who spend next to nothing and/or dont play very often. Great System.
