The up/down voting system is not intended to be used for agree/disagree - that's what polls are for. The up/down voting system is designed to elevate well written threads - and "hide" (by moving down in the "hot" and "recent" lists) the threads that are not well written. Given you have provided no reasoning other than "it's too fast" for being against permanent bans, it is highly likely your post will get downvoted for not having much substance.
On the subject of the penalty system, Riot has found that any more chances than the 4 chances you're already given (or 2 if you use extremely toxic language in one game) do not increase your chance of reforming. Riot has found that players who do not reform by the time they are permanent banned are likely to never reform - meaning that by giving them anything less than a permanent ban it would only result in more games ruined for the players who do behave themselves.
