penalty resolve system/make a better version of the penalty system

the system is broken, almost everyone has created another account and i dont think its for smurfing entirely. i think its the fear of getting banned by saying your garbage, ffs, ttyl, or who knows what else. but i do wanna state that each person is human each person is different, but riot doesnt understand that, now i dont think people should get away with saying stuff like go hang yourself, or fuck you your shit. i do think the penaltys should be less than a permaban even in the case of past penalties, in the case of something like your garbage, or saying heavy headed terms like i hate you, i quit. these things arent serious enough to get a permaban on, i do understand the quit thing but people get upset they say they quit then they dont but becouse its said they get reported and penalized. i just feel thier needs to be a new system in place to make this more resolved i got an idea im gonna share but this is mostly about the issue of the penalty system, and i want your opinions also.

i believe thier needs to be a penalty reset depending on the severity of the punishment you should get a full ban instead of chat bans, so lets say you speak and say your shit/garbage 1 week ban done. now lets say right after you get another for the same reason wethin the 1 month window you get 3-4 week ban. now i did say on severity but this allows people to play no matter what but this could resolve things and keep people playing. eventually they may be in the spot of hey ive gotten 2 bans each a month in this 3 month span and i really wanna play and it sucks, they will change. no permabans but still harsh. now lets say someone says go hang yourself, or even bullies you the entire match, i say a good start of a 4 month ban would be good. then you have to be good for 4 months if you break that window of resolve then youll get 6 month to a year ban depending on severity.

i dont wanna say its perfect but i do wanna say its a step in the right direction no one gets permabanned but no one truly gets off easy, please take this seriously tell ne your ideas i wrote this so we can get the devs to see it and make a better penalty system. also dont discredit what i wrote im just trying to help the people, help the community, and help the game like we all want. so i do what your feedback, and if you have anything to add to it to make it better please do this system may not be perfect but its a good start.
