This (^) should be obvious but like most decisions Riot makes, it's made by some monkey without common sense.

I can't even see why AFK'ing should be punishable in the first place.

Because a majority aren't experiencing client issues enough to make it a client issue.

Punishable to discourage intentional leavers mainly.

If afk wasn't punished people would just leave after one death. Try going to the settings tab (top right cogwheel) and pressing "Initiate Full Repair"
