Sluggish in-game controls

Since I have a dorm room at college, I play on two different setups. I just returned to my hometown for the holiday season. Although my setup at my hometown is slightly more powerful and I've even got a lower ping over here, my gameplay feels really unresponsive. It sort of feels like my ping is much higher than it really is. I can't put my finger on it but it feels very off. It's still somewhat playable, but if I'm not able to match my performance gameplay-wise on my other setup, I see no point in playing until I return.

The main setup is running an i7-4790s , 8GB of DDR3 RAM and even an nvidia GTX960 dedicated graphics card, all on a compatible logic board. This isn't "high-end" but I'm convinced this should be more than enough to deliver smooth League of Legends gameplay hence I posted this in the "Report a Bug"-section.

Are you playing on wifi? Unstable ping will render the game unplayable, I can play on 60 ping no problem but if I'm playing where my ping keeps switching from 20-40 it's unplayable. If you aren't already playing on a wired connection, then this is the route of the problem.
