Would referee's in ranked games be over kill and unsustainable?

This is a thought experiment, nothing more. Meant to talk about a hypothetical and explore the pros and cons.

So this was something I had thought of reading a post on here about pro sports. Would a system in LoL's ranked system that allowed an 11th, impartial human being spectate the game and be able to document chat, actions, etc, in real time and pit it against end game reports to better render verdicts on player behavior, be sustainable? Ethical? Truly impartial? Exploitable?

Discuss. Because much of the Player behavior verdicts, let's face it, are determines half by a computer system, and Riot doesn't have enough human employees and never will to get to every single instance quickly. Currently we are at a cross roads as the game has grown to where, at least in my perspective, community refs and managers that offer to spectate and "keep the peace" in regards to toxicity would be hugely beneficial.

in the last 2 days league of graphs has analyzed 6,120,737 matches.

Let's say 10 percent of those matches were ranked games 612,073 matches

Then let's state that of those matches are 20 minutes long.

So per hour that would be 612,073/2/24=12,751 matches.

That means that they would have to hire enough employees to handle that. But let's just say that inters and reports in ranked get only checked after a report and that only 1/10 games have a report. 1,275 matches.

Even though this probably will improve matchmaking, it is just too expensive and expansive to do even with volunteers.

Wouldn´t have enough players doin it. There was the tribunal and it was outragously slow. Like months cases to be done.

aside from the fact that it isn't practical because of the sheer number of required volunteers to monitor all the games being played, what we'd basically be doing is put a name on the guy responsible for bans and chat restrictions instead of it just being a bot following instructions. The people playing this game would only respect refferees if they're fair to them.
