How does Riot handle players that get reported?

Basically I am trying to figure out how Riot handles people that royally fuck people over. I mean, I know I get banned if I get mad at the people, but what happens to them when they ruin ranked games for me? I'm only asking because I have had 16 afk/dc's in the last 10 ranked games. I'm by no means a great player, but without being some challenger god it is almost impossible to win games 4v5 or 3v5. Even when I have a great game (S rank) I still lose a 4v5.

I'm trying to have fun playing a game and actually competing and getting better, but there have only been two games out of the last ten games that have been 5v5.
