I have reformed but have some questions.

Ok so a few months ago I had 2 trolls in a game. And in a fit of rage took it too far and told them to kill themselves. As someone who has dealt with suicide myself I should have known better than to take it that far. Anyways I got a 17 day ban from League. So my question is does being banned mean I won't get the victorious skin or border for reaching gold? It's my first time making it to gold so I don't know how these things work. I heard a streamer say if you get ban at any point in the season you don't get the border or skin. I also heard from a friend that I have to have level 2 or higher honor (which kinda sucks since I was honor level 4-almost 5 before the ban). Any help on the topic would be great.
