It isn't, it is just another statistic that Riot Games formulated in a way to support their point.
Most Accounts are just inactive Lvl1-5 accounts that were created and went inactive shortly after, so it's not 0.006% from the active players, but from all ever created accounts.
Just like they faked the DynamicQueue statistics
That number is probably from before the Instant Feedback System, so there's no telling how much it's changed. Besides, the community is huge so even a tiny percentage is actually a lot of people.
It's more like 0.006% of the players. You're in that percentage apparently. It's not your accounts that misbehave to ban-worthy levels. It's you.

i never bully my teammates i never go afk i never feed intentionally but if i blame op champs and insult broken champs or critisize riot i get permabanned? fix your shitty instant feedback system and bring back tribunal, you cant let accounts getting banned by non-human's
TBH 0.0006% is not that far away from the true number, since a lot of permabanned people will go to the forums to complain and i am sure there aren't 1620 posts about being permabanned
