Deliberately not punishing a deliberate troll

Who is worse? The troll or the person/company reviewing the case that does not punish them?

Context: I queue up and am assigned bot lane. My "support" locks in Tahm Kench and brings Ghost and Exhaust. They proceed to buy Ancient Coin, despite being melee and Relic Shield being superior in every way. But, that is not a problem. Instead, they walk up and force a fight with the enemy team and then back off immediately, refusing to help as I am being attacked, refusing to use exhaust or help at all. Immediately, they say in chat "you fk'd that up."

They then begin to int-feed, dying to the enemy laners before wandering around in the JG and not actually helping anyone with anything.

When they do return to lane, they initiate fights that are impossible to win, never buying Oracle over their trinket, and deliberately stealing CS, including typing openly in chat, "You don't need it."

Not once have they used devour in a fight except to use it to throw a melee champion on my face one time.

They never used their ultimate except one time to go try to feed the enemy team. They end 0/6 from feeding.

Near the end, when we are forced into a team fight to save the game, I am at 20% health and they swallow me, Ghost and run towards the enemy team fight and spit me out. They immediately run into the fountain and type in /AllChat, "See? He clicked out."

Mind, the entire game they were constantly flaming, being toxic and harassing me, calling me names in chat and all chat, talking about the "braindead ADC" many various things.

So, knowing that the automated system would not catch these things (but I used it anyway), I submitted a ticket directly to Riot. The person is still playing today, despite the case already being reviewed.

For some more context, the person /always/ buys Relic Shield in other games, is ML7 on Tahm Kench, playing them in multiple lanes and doing well throughout those games. They also /always/ buy Oracle as support in almost every game and in general, do the right things.

There is no possible way to review this and not tell that this player was deliberately griefing the game. The player does not need to be playing League of Legends but at minimum, a 14 day ban should be issued since this is an obvious grief in game.

Riot simply has no interest in banning deliberate trolls.

It is difficult to quickly, positively identify trolling. Assuming you’ve reported this person, you shouldn’t keep obsessing over whether or not they get punished.
