I was recently suspended 15 games and I'd like you to take a look at how Behavioral Analysts think about this kind of stuff.
I was the subject of flame. I was the one being told to watch a tutorial on how to play. I was the one being told I was the problem and why we were losing. Obviously I was not playing well. Obviously I was upset I was not playing well. But the real problem is that NOBODY on my team was playing any better than I was. I was the only one that saw the score being 5-20 and hit the surrender button. Just cuz I hit surrender doesn't mean I was "giving up" I was still playing to the best of my ability. My chatting to them was trying to understand why they would not surrender the game as it was a waste of time and I could start over fresh on the next game. This in client report system is entirely rigged. The players that deserve to be banned aren't and some of the players that do get banned don't deserve to be. Cheating and bigotry should be the only things that correspond to suspensions and bans. Negative attitudes should only correspond to chat restrictions. I of which was not being verbally abusive. The only things I was doing was showing to the team of how upset they were making me by their words. I was the subject of getting flamed and I was only defending my own well being. If I am being banned for that game than everyone flaming me should be suspended as well.

So lets say the kill score is about even plus or minus 10. I'm just supposed to let a player bring the whole team down in a ranked match??? That is what happened in that game as i was janna. The xayah really sounded like a troller by just sitting undertower or going out directly into the enemies. I told her multiple times to just play the game but none of that worked. It wasn't until I yelled in all caps I got her to try a little bit. In that second game it was normals winning isn't as important as having fun in normals. I wasn't playing well. How is asking for the team to surrender in all caps bad language? The score was something like 5-30 there was no chance of a win. I was not having fun because I just wanted the match to be over. They were telling me that I sucked. Why are you not saying anything about what they said to me, because that is what is getting me to say all these things. Riot's ban commitee really needs to look at the offending party and the defending party. Because I really do not see how the guys I was playing with didn't deserve a ban as well.

Thanks for following up. I'm Opti in for Gunny today.
Sportsmanship in League is very important and something we take very seriously. While I get that there was another player in the game creating a bad and negative experience initially, that's never an excuse to be negative back. In the end, you're responsible for what you're saying in chat and not what others do. If someone else is being offensive, mute them, report them and they'll receive their own set of penalties. Also, no one else needs to report them, it only take one report for them to get reviewed.
Like Gunny said, you've gone through several chat restrictions. The idea of chat is to discuss strategies, not berate your team. To be honest, I doubt that the way you spoke to your team made them play any better. We want to be positive in what we do and say. Keep in mind that any further instances of negativity will result in a permanent suspension. If you have any other questions, let us know.

Alright, I understand. One suggestion to put in the next patch would be to add in a setting in the menus that mutes all chat from both teams permanently until you turn the setting off. Adding this feature might be the best idea Riot could ever have in terms of limiting behavioral offenses. As I really only strategically communicate with teammates by using the ping system. I think that if this setting is implemented the amount of flaming would significantly decrease as it can be a task to remember to mute all players before they say anything negative to you. I for one would benefit tremendously from a setting like this one.
