Cant scroll down

At first i had been having this problem when i was in spectator mode. It went away (i cant remember how i did this) but ever since i upgraded too WIndows10 (dont kow if related, had 7 before) it is back and in normal mode.

To be exact. I can not scroll downwards on the map with my mouse. My keys work and i can scroll by movign the viewer on my map. Its only downward scrolls with my mouse. I go to the edge of the screen and go nowhere.
