In Game Report System

I don't know if this is a feature that I happened to overlook...

But there needs to be an in-game reporting system for people who troll before the game actually starts

For instance, this had just happened to me and a friend within champion select.

'He [my friend] is banning champions and calls bottom with me in team chat... Someone [I'll throw his name out - IDC Mildly then calls that he is going bottom with my friend... My friend then goes top, because he wanted to practice Jinx... Mildly then precedes to pick top lane after my friend picked Olaf top (in draft mode) Then tells us to dodge, and my friend gives in and leaves.

NOW. WE ARE THE ONES PUNISHED.

Can there PLEASE be an in-game report system? Cause now this person trolled us, and now got away with it.
