How do I unlock honor progress... my progress is locked from a stupid penalty I didn't deserve.

if you are lucky, but dont count on it, if you report a player and it is successful your honor unlocks automatically. i had been honor locked, without realizing it, and after logging on it unlocked and i had a notice saying that one of my reports to a player resulted in a penalty for them.
