Bruhhhhhh if you are stuck in Silver V after 3 1/2 years that is solely on you. The learning curve is usually improving one whole league each season. I.E. Bronze then Silver then Gold, etc.
If you can't get out of Silver after 3 1/2 years of practicing and you truly believe it's your teammates, then you will never get to Gold. That's a fact and a promise from me.
I'm currently hard-stuck in Gold and I will never say that's anyone's fault. Yes, I do get placed with bad players, but sometimes I'm bad as well. That's why I'm still in Gold, it's my fault too. If you're in Silver, then you aren't great and nobody you play with will most likely be great.
My advice is to continue to focus on yourself. Figure out if the champions you play can contribute to your team's success; if not, then learn new ones and change your champ pool. Focus on vision: ward a ton more and make sure that everyone on your team is warding constantly. Roam and help out other lanes aggressively. You sound like you focus solely on your lane/role and that isn't usually the best criteria for winning. Even if it's a bad call or play, assist your teammates and empower them more than yourself. If you are truly that good, it won't affect your ability to dominate. Lastly, maybe you really do deserve Gold. Who's to say other than you. If that's your goal, then make every positive decision towards that goal. You'll get there.
Good luck on the climb. We've all been there and I'm still there as my goal has always been Plat.
